The Benefits of PAL for International Students in Canada

Starting January 22, 2024, most incoming college and undergraduate international students must include a PAL with their study permit applications. The PAL confirms that the student’s enrollment aligns with provincial or territorial quotas.

The PAL aims to balance regional population growth while welcoming international students. It strengthens Canada’s appeal as a top choice for international students.

What is a Provincial Attestation Letter?

A PAL is a document from the province or territory where the student plans to study. It verifies the student’s enrollment and is now a required document for study permit applications.

Scope of PAL

  • Who Needs PAL: Most post-secondary education students and some graduate programs.
  • Who Doesn’t Need PAL: Students in primary and secondary education, master’s or doctoral programs, visiting or exchange students, holders of Canadian study or work permits, and applicants with study permit requests submitted before January 22, 2024.

Conditions for PAL Application

Any study permit application received after January 22, 2024, must include a PAL. Applications without a PAL will not be accepted, and processing fees will be returned.

Provinces with PAL Processes

As of March 19, 2024, British Columbia, Alberta, Saskatchewan, Manitoba, Quebec, and Ontario have announced their PAL processes. Other provinces will follow suit by March 31, 2024.

Validity Period of PAL

PALs are valid for a year, with current issuances valid until 2025.

How to Get Your PAL

  • Receive a Letter of Acceptance (LOA) from the institution.
  • Accept the offer and inform the institution.
  • The institution requests the PAL from the province, which is then released to the institution to share with the student.

Importance of PAL

  • It is mandatory for every international student visa application.
  • Helps provinces balance their intake of international students.
  • Serves as proof of student admission into an approved Designated Learning Institution (DLI).
